The process begins when the shipment arrives at a Malaysian port, airport, or land border. From there, the importer or appointed agent must submit the required documents and declare the shipment through the proper system. Complete and accurate documentation is important, as it forms the basis for Customs review, verification, and assessment.
After the documents are submitted, Customs will conduct a risk assessment using its risk management system. Based on the assessment, the shipment may be released, selected for inspection, or held for further review. If selected for inspection, the shipment will be directed for examination and the relevant party will be notified by Customs.
During physical inspection, Customs officers may examine the goods, documents, packaging, and conduct sampling if necessary. At the same time, officers will verify important details such as documents, permits, licenses, valuation, country of origin, and compliance with applicable regulations.
If the shipment is subject to duties, taxes, or other applicable fees, payment must be made before the shipment can be released. Once all checks are completed and no compliance issues are found, Customs will approve the release of the shipment and a release order will be issued.
The importer or agent can then collect the shipment and arrange delivery to the final destination. However, the process does not always end after release. Customs may also conduct a post-clearance audit to ensure continued compliance with laws and regulations.
Common issues such as missing permits, incorrect declarations, incomplete documents, or inaccurate product information can lead to delays, additional costs, or even shipment detention by the authorities.
